FLVS Instructional Continuity Plan and ARP ESSER Budget Narrative

In March of 2021, the federal government signed into law the American Rescue Plan (ARP) Act, including an assistance package for the Elementary and Secondary School Emergency Relief (ESSER) Fund which provided a total of nearly $122 billion to State Education Authorities (SEAs) and Local Education Authorities (LEAs).

These funds are to help safely reopen and sustain the safe operations of schools and address the impacts of the COVID-19 pandemic on students nationwide by addressing students' academic, social, emotional, and mental health needs.

For Florida Virtual School (FLVS) to receive funding for the newly released ESSER Fund under the ARP Act, LEAs must develop a plan for the safe return of in-person learning (Operations).

We invite students, parents, staff, and the community to review the FLVS Instructional Continuity Plan (FLVS ICP) and ARP ESSER budget breakdown provided below. After reviewing, please take a few minutes to complete the survey to provide comments on the FLVS ICP and/or budget breakdown.

Florida will receive a total of $6,339,033,137 in ESSER III Funds.
  • At least 90% of this must go to local school districts. 
  • The remaining amount will be used for state-level activities to address issues caused by Covid-19. 
Florida Virtual School has been allocated $6,732,838. 
  • FLVS must spend at least 20% (appx $1,274,568) of the allocation to address learning loss as a result of the COVID-19 pandemic. 
  • Funds addressing learning loss can be spent toward programs that: 
    • Address the academic impact of lost instructional time. 
    • Respond to the social, emotional, and academic needs of all students.

15 allowable uses of ESSER III funds
  • Any activities authorized under ESSA: IDEA, Adult Education and Family Literacy Act and Perkins Act (Federal Law addressing Students with Disabilities)
  • Coordinating emergency response
  • Addressing the needs of highly vulnerable student populations
  • Ensuring preparedness and coordination (systems and procedures)
  • Training related to student health (physical, mental, emotional)
  • Purchasing cleaning supplies to sanitize and clean schools
  • Planning/coordinating for continued education
  • Purchasing educational technology
  • Mental health supports for students and teachers
  • Summer learning programs
  • Addressing learning loss
  • Facilities repairs and improvements
  • Improving indoor air quality
  • Developing strategies and implementing public health protocols
  • Other activities necessary for maintaining services and instruction
